The current version, in plain sight.
Every agency gets a branded Policy Hub where the public and your staff can find the current version of any policy. Search forgives typos, pages work by keyboard and screen reader, and each policy shows who approved it and when.
The Kestrel County Policy Hub Directory. A landscape banner sits above the heading Browse policies by Kestrel County agency and a Search agencies box. Agency cards for Finance, Human Resources, and Information Technology each show the county logo and the line View policies and resources from this agency.
The Human Resources Policy Hub. A teal title box sits on a banner of the county building. Below it, Quick Actions offer Start New Draft, Manage Drafts, Review Drafts, and View Reports. The policy list has filters and shows the Telework Policy, published September 15, 2026 as an External Policy, followed by Generative AI Use.
Search results for vehicle across all Kestrel County agencies: 7 policies found. Filters for agency, policy category, visibility, published date, and relevance sit above the results. Fleet Vehicle Use is an Internal Policy, Oversize Vehicle Permits is an External Policy, and Vehicle Idling Reduction is a draft pending review.
The public page for the Park Facility Reservations policy from Parks and Recreation, version 3, published June 2, 2026. It shows tags, lifecycle dates, a Quick Summary, and the policy text, where a glossary definition for security deposit is open. The sidebar has Quick Navigation, Print or Save as PDF, Share, and policy information.
The Records Directive Hub for Harbor City, with its own logo, a sand-colored tophat, navy and gold colors, and a harbor banner. The site uses the word Directive instead of Policy in search, navigation, filters, and the hub title. The list shows the Public Records Requests directive.
The AI Assistant panel open over the Human Resources hub. Dana Reyes asks how to submit a draft for review. The assistant answers in three steps: choose Save and review in the editor, check the content and summary, then click Submit for Review so reviewers are notified.
One front door for every agency. The directory lists each agency’s hub with its logo, so residents and staff can go straight to the right place.
Each agency gets its own hub. Its homepage lists published policies with a short summary and a visibility chip. Signed-in staff also get quick actions for drafting, review, and reports.
Search across every agency. Search matches close spellings, not just exact words. Filter by agency, category, visibility, or published date, and sort by relevance.
Everything about a policy on one page. Readers see a quick summary, lifecycle dates, and definitions for glossary terms, then print, save as PDF, or share a clean link.
Your brand and your words. Each organization sets its own logo, hero image, colors, tophat, and footer, and can call its policies something else, like Directives.

Policies used to live in shared drives, PDF folders, and old intranet pages. In MOSI, every agency publishes to a searchable hub, and the version people find is the current one.
Capabilities
Built for the people looking things up.
-
A hub for every department or agency
Each agency gets its own Policy Hub with its own homepage, logo, and colors. A directory page links them together, and one installation can serve several agencies and domains.
-
Search that forgives typos
Full-text search with fuzzy matching and suggestions. Filter by agency, category, type, visibility, or published date, and sort by relevance, date, or title.
-
Public, internal, or agency only
Choose who can see each policy. Public policies are open to anyone, internal policies need a staff sign-in, and Agency Only keeps a policy within its own agency.
-
Definitions in the text
Glossary terms are underlined where they appear and show their definition on hover or keyboard focus, so readers don’t have to look them up somewhere else.
-
Your brand, checked for contrast
Set logos, hero images, colors, a tophat bar, a footer, and your own terms, like Directive for Policy. The theme editor darkens primary buttons that would fall below WCAG AA.
-
Clean links for search engines
Every policy gets a readable address like /hr/policy/telework-policy/. A sitemap and structured data help search engines index your public policies.
Why it matters
Clear to read, easy to trust.
-
Accessible from the first page
Designed toward Section 508 and WCAG 2.1 AA, with skip links, full keyboard navigation, visible focus, and screen-reader labels throughout.
-
One current version
Only the latest version shows up in search. Earlier versions stay reachable by direct link, so existing references keep working.
-
Adoption on the record
Every policy page shows its approval history with dates and names, so readers can see who signed off and when.
Can the public see our internal policies?
No. Each policy is published as Public, which anyone can read, or Internal, which only signed-in staff can see. Agency Only narrows it further to the owning agency. Visitors who aren’t signed in only see public policies.
Can each agency have its own look?
Yes. Each agency sets its own brand name, logo, hero image, colors, tophat bar, and footer, and can rename terms such as Policy to Directive. The theme editor checks color contrast as you choose.
What happens to the old version when a policy is updated?
The new version takes its place in search and on the agency hub. Earlier versions are listed under Previous Versions on the policy page and stay reachable by direct link.
Can one installation serve several agencies or websites?
Yes. One installation can serve multiple agencies and domains. Each agency gets its own Policy Hub, and a directory page lists them all under your organization’s name.
Does the AI Assistant answer questions about our policies?
No. The AI Assistant helps signed-in staff use MOSI, such as how to submit a draft for review or find a report. Readers get their answers from the policy itself, with its quick summary and glossary definitions.
